Commercial Corridors & Facade Improvement Grant Program

NORFOLK, VA

The Economic Development Authority of Norfolk retained Pedal to assist in developing a program for $2,000,000 in ARPA funding for retailers in two blighted corridors in the city of Norfolk. Pedal started by updating the city's records of all of the businesses and properties within each corridor using our real estate data providers in addition to field verification, and then we organized everything into an online portal for easy reference and communication. From there, we interfaced directly with property and business owners in each commercial corridor to better understand the status of each property, amount of capital required to fund current projects as well as their willingness to participate in city programs.

We synthesized this information into a detailed set of Facade Grant parameters which addressed award amounts, eligibility requirements and application process. We supported the Economic Development Authority in the rollout of the program, and further supplemented our recommendations with mass mobile data.

Pedal was a great partner to us in the Commercial Corridor Pilot Program - Sheila and her team thought outside the box and went the extra mile to advocate for small businesses and create fresh outcomes for our community.
