Case Study: The City of Norfolk Economic Development Authority Commercial Corridor Program
The Economic Development Authority of Norfolk retained Pedal to assist in developing a program for $2,000,000 in ARPA funding for retailers in two blighted corridors in the city of Norfolk. We interfaced directly with property and business owners in each commercial corridor to better understand the status of each property, amount of capital required to fund current projects as well as their willingness to participate in city programs.
We synthesized this information into a detailed set of Facade Grant parameters which addressed award amounts, eligibility requirements and application process.

“Pedal was a great partner to us in the Commercial Corridor Pilot Program - Sheila and her team thought outside the box and went the extra mile to advocate for small businesses and create fresh outcomes for our community.”
SEAN WASHINGTON, INTERIM DIRECTOR, DEPARTMENT OF ECONOMIC DEVELOPMENT
Pedal really understands small businesses. I had the pleasure of working with Sheila and her team when they were contracted by the City of Norfolk to develop an effective facade improvement grant program. Pedal’s work made the grant program the most efficient and effective one I’ve ever used in the city. Their advocacy for small businesses really made an impact in our community and on me personally. Awesome experience; awesome process!
